Animal-origin pet treats are regulated by both the FDA and the USDA, specifically APHIS Veterinary Services, which controls animal-product imports to protect US livestock. That second layer is where importers get blindsided.
The US restricts animal-origin products based on the animal-disease status of the origin country. Ruminant products such as beef, lamb and goat generally need an APHIS import permit, a veterinary health certificate from the origin authority, and processing that satisfies APHIS. Proving that the freeze-dry and processing steps meet the requirement is the difference between clearance and destruction.
The FDA holds pet treats to a zero-tolerance standard for Salmonella. Animal-derived treats are the most refused pet category, and a single positive at the port can trigger detention on future entries.
